CE marking of PtX and CCUS facilities
Equipment for Power-to-X and Carbon Capture, Utilisation, and Storage - or CCUS - may be subject to both the Machinery Directive (MD), the Pressure Equipment Directive (PED), and the ATEX Directive, which require CE marking.
By CE marking a machine or process plant and providing a declaration of conformity, the manufacturer demonstrates that they have designed a safe plant.
Process plants often consist of multiple machines, equipment, and components assembled into one plant. There may not be a requirement for CE marking of the entire plant, but the machines and assemblies of machines included in the plant must be CE marked according to the relevant directives.
If a plant consists of multiple machines, the interfaces between these machines should be assessed for risks, and there should be an instruction manual for the entire plant.

PED and ATEX
When a Power-to-X or CCUS plant contain pressure equipment or equipment for use in explosive atmospheres, specific requirements are imposed under the PED and ATEX directives.
PED is a product directive also known as the Pressure Equipment Directive. It applies to pressure equipment with an operating pressure above 0.5 bar. PED covers items such as vessels, piping systems, boilers, safety valves, etc., which often require CE marking according to the directive.
ATEX directives consist of two directives - a product directive and a user directive:
- The ATEX product directive applies to equipment and materials for use in areas with explosive atmospheres from substances like hydrogen, ammonia, methanol.
- The ATEX user directive aims to ensure the safety of workers in areas where there is a risk of an explosive atmosphere. This includes the preparation of an Extended Workplace Assessment, often referred to as ATEX EWA, which includes zone classification, ignition source analysis, risk assessment, and the identification of appropriate technical and administrative measures.
Certification
Equipment, materials, and components included in a Power-to-X or CCUS plant may be subject to specific certification and type testing requirements.
The need for certification and when it is required depends on the directive applicable to the product, but the PED and ATEX directives are often relevant in the context of Power-to-X and CCUS.
